Past International President, Kay Fukushima (2002-2003), initiated a “Membership Campaign” for Lions International during his term in office.
PA Lions of District 14’s MERL Team adapted this project as well as modifying the old, “Pennsylvania Plan,” to assist local districts to attack the problem of membership loss and to reverse the trend to show new growth and productivity in Multiple District 14.
